Development

The man sitting in the Stag & Lion had a scar that resembles Sammael's, and he glared at Mat & Rand. He either did not have a beard or it was unremarked upon. His purpose in being there was to ID the Dragon Reborn, the thinking being that Lews Therin would react to Sammael's scar, thereby allowing Sammael, maybe the Forsaken in general, maybe the Dark One, to know which of the three ta'veren was the Dragon Reborn.

Sammael was otherwise uninvloved in the proceedings - the fade in the hall, the trollocs chasing the merry band into Shadar Logoth, and so forth. He simply reported back to whomever that he'd failed to ID the DR, then heighed off to Illian to essay a coup. A corollary to this hypothesis is the notion that Aginor and Balthamel were either not the first out, or that they were out for some time prior to the meeting at the Eye.
