Also, it will make an excellent buffer state between the Seanchan-controlled lands, and the rest of Randland. I don't think the Seanchan can be removed now from the areas they hold.

Tenobia dies heirless, Bashere and Deira die, and Perrin (as the husband of the only surviving member of the royal family) ascends the throne.

This is my approach to the line "willing to sell his soul", though I really think that RJ meant it figuritively. His death will give the DO power over his soul, and he will be resurrected as a high Darkfriend.
Then, just before TG, he will be killed by Rand, so that he can be brought up as a dead hero of the Horn.
